Mr. Morgan’s practice is at the nexus of law and engineering.  He applies his real-world civil/environmental engineering and LEED AP experience to the representation of domestic and foreign property owners and contractors on complex construction and infrastructure projects, both in the United States and abroad in all stages of the construction process.

Recently, Mr. Morgan successfully represented a foreign contractor by preparing multiple claims before a dispute review board and in proceedings before an International Court Arbitration of the International Chamber of Commerce involving claims arising out of the construction of a hydroelectric power plant in Panama. 

He advises clients on energy transmission and renewable energy project development, including those associated with electric power and solar photovoltaics.  Mr. Morgan represented a major power company in preparing multiple “engineer, procure and construct” (“EPC”) contracts for the installation of roof mount and ground mount solar photovoltaic systems.  He also negotiated an EPC contract for the installation of a solar photovoltaic system at a New Jersey science center. 

Mr. Morgan actively serves in professional organizations and in local government.  Mr. Morgan is former Chair of the Boston Society of Civil Engineers Section - Engineering Management Group.  Given his technical knowledge, Mr. Morgan also served as Chairman of the Town of Billerica’s conservation commission.

Mr. Morgan lectures regularly on various construction law topics and co-teaches graduate course on construction law in the Civil and Environmental Engineering Department as an Adjunct Instructor at Worcester Polytechnic Institute.

Prior to attending law school, Mr. Morgan was a civil/environmental engineer with area engineering firms.  Working as an engineer, he developed technical knowledge in the design of water/wastewater transport systems, wastewater pipe remediation, combined sewer separation, wastewater treatment plant upgrades, field investigations and data analysis.  In addition, Mr. Morgan designed residential and commercial site layouts.

Mr. Morgan is a U.S. Green Building Council LEED Accredited Professional - Building Design and Construction; knowledgeable about Green Building requirements, practices and procedures.
