McCarter & English, LLP, announced that Saunders Miller, a Small Business Investment Company expert who was Senior Policy Advisor at the U.S. Small Business Administration from 1992 until 2002, will serve as an exclusive consultant to the firm on matters related to the Small Business Investment Company program.
While at SBA, Mr. Miller was extensively involved in the development of the current policy and regulations for the small business investment company program. He was also primarily responsible for the development of the SBA's current licensing forms and procedures, including the SBA's Management Assessment Questionnaire and the SBA's state-of-the-art evaluation process for private equity fund managers.

McCarter & English's SBIC practice is one of the largest in the nation, serving bank-owned and other unleveraged SBICs, SBICs using debenture and participating security leverage and clients in all stages of the license application process.
Mr. Miller holds an MBA (with an emphasis in Finance, Operations Research, and Statistics) from the University of Southern California; studied industrial engineering at California Polytechnic College, and has an A.B. in English from the College of William and Mary in Virginia.
