Ethan Brown has extensive experience advising defense, healthcare, construction, and technology companies on a variety of government contracting matters at the federal, state, and local levels, including teaming and subcontracting arrangements, regulatory compliance, small business contracting issues, suspension and debarment, and proposed acquisitions of government contractors. Mr. Brown also assists in litigating bid protests before the U.S. Government Accountability Office (GAO) and the U.S. Court of Federal Claims, and contractor claims before the Boards of Contract Appeals.

Prior to joining the firm, Mr. Brown practiced with two Washington, D.C. firms, through which he gained valuable experience counseling large and small government contractors by litigating bid protests, Contract Disputes Act (CDA) claims before the Armed Services Board of Contract Appeals, and small business size and NAICS code appeals before the U.S. Small Business Administration’s Office of Hearings and Appeals (OHA). In addition, Mr. Brown has substantive experience reviewing corporate acquisitions of and sales to government contractors, guiding contractors through internal investigations, and performing contractor compliance reviews.

Significant matters include:

  • Conducting an internal investigation then guiding the client through the process of submitting a mandatory disclosure and interfacing with the agency’s Inspector General
  • Representing a contractor in successful defenses of its contract award in bid protests before the GAO and the U.S. Court of Federal Claims
  • Assisting a contractor in successfully challenging its proposed debarment
  • Advising large commercial entities on compliance issues related to the proposed acquisition of government contractors
  • Representing a contractor in its successful appeal to and before the Armed Services Board of Contract Appeals (ASBCA) of a contracting officer’s final decision demanding millions of dollars in alleged overpayments
  • Counseling contractors on significant compliance matters involving the Buy American and Trade Agreements Acts

Mr. Brown received his law degree from the Georgetown University Law Center. During law school, he served as an extern for the Honorable Marian Blank Horn of the U.S. Court of Federal Claims.
