Robert Burger spoke on the panel entitled “The State of Play of IP Rights Under DoD Contracts and Other Funding Vehicles” at NDIA New England’s IP Rights & Federal Funding – Present & Future event.
This half-day symposium covers the state of play of IP Rights under DoD contracts, grants and other vehicles. We discussed the fundamentals under Bayh-Dole, the DFARS and CRADAs, and venture out into the territory of OTAs, contracts with IRAD funding, and new software acquisition models. Panelists will include legal specialists and representatives from industry and government, including members of the “Government-Industry Advisory Panel” formed pursuant to Section 813 of the FY 2016 NDAA to review laws and regulations governing rights in technical data and proprietary data restrictions. The focus was not just on the current state of the law but likely changes in the landscape.
