McCarter & English Welcomes Sean Finnigan to Government Affairs Practice

Former Chief of Staff for the Delaware House of Representatives joins Wilmington office

Wilmington, Del., January 12, 2022 – McCarter & English, LLP is pleased to announce that Sean Finnigan, former chief of staff for the Delaware House of Representatives, joins the firm’s Government Affairs practice in Wilmington as a government affairs advisor.

“We are delighted to add Sean to our expanding practice,” said Guillermo Artiles, chair of McCarter’s Government Affairs practice. “Drawing on his considerable experience and prominent reputation, Sean is well-positioned to help our clients navigate the legislative and regulatory landscape both at the state and federal levels.”

Finnigan brings more than 15 years of experience in government and will provide strategic advice and perspective to clients operating in a wide range of industries, advocating on their behalf at the state and federal levels. He also brings a deep understanding of state and federal campaign finance laws and has managed and advised political action committees.

During his time in the Delaware state government, Finnigan was at the epicenter of every major piece of legislation passed in Delaware over the past decade. One of his most significant achievements was the creation of the Delaware Sustainable Energy Utility, a one-stop resource to help residents and businesses access affordable and efficient clean energy.  He is a current member of the organization’s Oversight Board.

At the national level, Finnigan was reelected to serve as a liaison between the Delaware Democratic Party and the Democratic National Committee.

Finnigan has been in the chief of staff role since 2011. He started his career as a legislative aide in the Delaware State Senate in 2004, with increased roles and responsibilities including serving as the deputy chief of staff for the Delaware House of Representatives in 2010. Finnigan was selected to participate in the Council of State Governments Henry Toll Fellowship, in 2013, a leadership development program for state government officials across the country that only accepts 48 people each year.

Finnigan graduated from Virginia Polytechnic Institute with a bachelor’s degree in Marketing Management. 

Finnigan also serves as Chair of the Delaware Commission on Irish Heritage and Culture.
