Carlos focuses his practice on government affairs, legislative lobbying, land use, zoning, and procurement. He leads McCarter’s government affairs efforts in Florida and advocates for clients across a wide range of industries such as real estate, telecommunications, technology, healthcare, education, energy, sports and entertainment, and tourism.
With almost two decades of experience in local, state, and national politics, Carlos is uniquely able to merge traditional government affairs efforts with a tried and tested public outreach model when needed. He has worked on numerous political campaigns and is experienced in messaging complicated issues for public consumption, often a key step in building government support.
As a registered lobbyist before various governmental entities in Florida, Carlos helps clients navigate the complex world of government. He has performed work before cities, counties, school boards, the State of Florida, and the federal government. His land use experience includes representing the developer of the tallest building ever approved in the City of Miami, gaining the approval of numerous high density, mixed-use projects, and advising a prominent luxury resort property owner in connection with the approval of four helipads. He also has experience counseling cellular providers in securing new cell towers by seeking entitlements, identifying areas for potential placements, and performing the political advocacy that is often needed. In addition, Carlos has represented sports and entertainment clients with regard to special events located in South Florida and in the expansion or development of local sports complexes. In procurement, he has assisted service and goods providers, contractors and concessionaires at the local level.
South Florida provides unique challenges, and Carlos leverages his experience to help clients achieve their goals and grow their business in the state. He regularly counsels clients seeking to enter the Miami market, including those entering the city’s booming technology and emerging markets sector, drawing on his knowledge of and relationships in the area to identify potential business incentives and create opportunities for strategic alliances with established firms.
Carlos is active in his community and serves as a Board Member for the Epilepsy Foundation of Florida.
