Sean Finnigan provides strategic advice and perspective to clients operating in a wide range of industries. Before joining McCarter, Sean served as the Chief of Staff for the Delaware House of Representatives, where he was at the epicenter of every major piece of legislation passed in the state in the past 10 years. Drawing on this experience, he helps clients navigate the legislative and regulatory landscape both at the state and federal levels.
During his time in the State House, Sean was instrumental in crafting and implementing the Delaware Sustainable Energy Utility, a unique nonprofit organization offering a one-stop resource to help residents and businesses access affordable and efficient clean energy, which became a national model in renewable energy. He currently sits on the organization’s Oversight Board.
Sean has a deep understanding of both state and federal campaign finance laws and reporting requirements and has managed successful political campaigns at the state and local levels in Delaware. He also has experience managing and advising political action committees (PACs).
Sean’s experience extends beyond Delaware, as he was elected to serve as a liaison between the Delaware Democratic Party and the Democratic National Committee in 2017 and in 2020 was re-elected to serve a second four-year term.
Sean also serves as Chair of the Delaware Commission on Irish Heritage and Culture. And for the past 10 years, he has volunteered with the St. Patrick’s Day Society to support the St. Patrick’s Day Center, which provides emergency food, shelter, clothing, transportation, and other resources to people in east Wilmington.
