Mr. Quinn practices in the area of public finance, serving as bond, underwriters', borrowers', bank and trustees' counsel for publicly traded and privately held debt.  Mr. Quinn concentrates primarily on revenue bond financings having extensive experience with acute and subacute health care facility financings, higher education facility financings and economic development transactions.  Mr. Quinn has participated in financings through the New Jersey Economic Development Authority; the New Jersey Healthcare Facilities Financing Authority; the New Jersey Educational Facilities Authority; and of various municipalities, school districts and local authorities. His experience includes all aspects of capital formation through a wide span of complex financing structures.  Mr. Quinn has worked on transactions in New Jersey, New York, Pennsylvania, Connecticut, Arizona and Florida.  

Mr. Quinn has counseled significant healthcare systems, subacute healthcare providers, colleges and universities in the areas of debt compliance and default issues.  He has participated in the representation of clients in connection with complex forbearance arrangements with institutional creditors.  Mr. Quinn has extensive experience in advising clients on covenant compliance and covenant interpretation issues.  Mr. Quinn has counseled healthcare providers, colleges and universities in connection with the transfer of asset, changes in control, corporate realignments and debt restructurings.
