MacKinlay is the second former Assistant US Attorney to join the firm this summer
McCarter & English, LLP continues the expansion of its Government Investigations & White Collar Defense group with the addition of Glenn A. MacKinlay as a partner in the firm’s Boston office. MacKinlay, an accomplished trial attorney with more than 29 years as a prosecutor, will focus on litigation, government investigations, and white collar defense, counseling businesses and individuals on criminal and civil matters.

In his most recent role as Chief of the Organized Crime and Gang Unit, MacKinlay supervised all investigations and prosecutions ranging from RICO, conspiracy, money laundering, labor cases, wire fraud, tax fraud, obstruction of justice, and perjury. He also handled complex grand jury investigations. At McCarter, MacKinlay will handle complex civil and criminal matters, including matters involving the False Claims Act and FCPA violations.
MacKinlay prosecuted hundreds of cases in magistrate court, district court, trials, post-trial litigation, and appeals before the First Circuit. Earlier in his career, he was an Assistant Attorney General in the Massachusetts Attorney General’s office and served as Assistant District Attorney in the Plymouth County District Attorney’s office.
Prior to his government service, MacKinlay worked for a boutique litigation firm, handling civil defense and general litigation matters. Before entering law school, he served as a Marine Engineer onboard merchant ships traveling internationally and achieved a Chief Engineer’s U.S.C.G. license while working for the Department of Defense. He will leverage this experience to counsel clients involved in related industry disputes and maritime litigation.

MacKinlay has been recognized on a number of occasions for his work, including receiving two Department of Justice (DOJ) Attorney General’s Awards and was named the Law Enforcement Officer of the Year for the US Marshals Service.
He received his Juris Doctorate from Suffolk University Law School and a Bachelor of Science in Marine Engineering, with Honors, from the Massachusetts Maritime Academy.
MacKinlay follows David X. Sullivan, a former US Assistant District Attorney in Connecticut, who joined the firm in July.
