Trying to adhere to a state environmental law is apparently the main reason the town has yet to officially sell the former Lambert Kay pet supply factory.
Town Manager Robert Geiger told the selectmen last week that the Connecticut Transfer Act involves a “rather complex process to follow.” Because the site at 32 Lake St. was contaminated, the law requires a series of reports regarding the maintenance and impact of the site on future users.
Jane K. Warren, an environmental lawyer in Hartford, said there are exemptions to the law, such as a foreclosure or a lease of 99 years or less.
