Government Affairs Experts from Both Sides of Aisle Form McCarter & English Affiliate

Thomas S. Ross, a successful entrepreneur and former member of the Republican National Committee who specializes in government affairs and project finance, and Brian M.P. McGlinchey, an economic development specialist and former projects director for then-Sen. Joseph R. Biden, have joined forces to form the new government relations affiliate of the law firm McCarter & English. The public affairs firm will be known as McCarter Government Solutions, LLC.

Ross and McGlinchey, both non-lawyers who will practice primarily from the firm’s office in Wilmington, will assist the law firm’s clients and other businesses in their dealings with elected officials, regulators and opinion leaders on legislation, administrative rule-making and implementation of those rules. Ross and McGlinchey will also advise businesses on issue advocacy, including advertising, public relations and grassroots campaigns. They also offer crisis management capabilities.

“To be effective, a government relations team has to be able to work on the federal, state and local levels, with legislators and executives from both parties, and with regulators at all levels,” said Michael P. Kelly, the Wilmington-based chair of the 400-attorney McCarter & English. “That’s what we now have with McCarter Government Solutions and the two pragmatists who comprise it. Their insights and understanding will greatly benefit our clients.”
