Jane Warren speaks to the CT Mirror to discuss the new rules replacing CT’s decades-old Transfer Act. Jane says that long-standing distrust among environmental advocates, developers, and businesses had served as a barrier to reform efforts. Once the state passed legislation requiring the Department of Energy and Environmental Protection (DEEP) to develop new released-based regulations similar to those in most states, four years of negotiations ultimately resulted in a wholesale replacement of our state’s remedial program moving us from a transfer-trigger to a release-based focus. “I think that once [DEEP] started opening the doors and listening they got a lot of fresh exchange of opinions, and it was really nice to see that happen,” Jane says.
