Understanding the Department of Transportation’s Buy America Statutes and Regulations

Cara Wulf takes a comprehensive look at the statutes, regulations, and guidance that apply to procurements (typically by state and local transportation agencies and authorities) using grants and other funding from Department of Transportation agencies.  She examines the “Buy America” statutes applicable to projects funded by the Federal Transit Administration, the Federal Highway Administration, the Federal Railroad Administration, Amtrak, and the Federal Aviation Administration, and examine the unique challenges that arise in complying with each of these agencies’ requirements.
