Jacqueline recognizes that the planning and implementing of financings may be the most daunting challenge of any governmental entity, not-for-profit corporation or any borrower, and focuses her public finance practice on meeting the precise needs of her clients.

Jacqueline P. Shanes understands that given the myriad of issues and unknowns attendant to a project financing, which is further complicated by the overlay of the federal tax code, the securities laws, and other regulatory approvals, successful execution of a financing demands the highest level of attention, and the greatest depth of experience. She concentrates her public finance practice in exempt facility (including public private partnerships), revenue, general obligation and school district bonds as well as lease purchase financings. She also acts as counsel to underwriters, institutional purchasers, borrowers, letter of credit banks, and trustees in public finance transactions. She has extensive experience in the implementation and utilization of interest rate swap agreements and other derivative products in public finance transactions, and actively focuses on federal and state securities laws disclosure.

Jacqueline has spoken at numerous symposia and conferences, including the New Jersey Conservation Foundation, the American Bankers Association, the Institute for Professional Development, the New Jersey Association of Independent Schools, the New Jersey Society of Certified Public Accountants, the New Jersey School Boards Association, the Essex County School Board Association, and the National Association of Bond Lawyers.

Jacqueline was an elected member of the Springfield Board of Education for 27 years as well as its past president. She was an appointed member of the Legislative and Resolution Committees of the New Jersey School Boards Association and is a past assembly representative of the Union County Educational Services Commission.

New Jersey Transportation Trust Fund Authority—Bond counsel

Served as bond counsel to New Jersey Transportation Trust Fund Authority Transportation for its Transportation System Bonds, issued in the principal amount of $1,567,435,000.

Arizona Industrial Development Authority—Investor counsel

Served as investor counsel in connection with the Arizona Industrial Development Authority's Education Facility Revenue Bonds (Skyline Education, Inc. Project), Tax-Exempt, issued in the principal amount of $16,255,000, and its Facility Revenue Bonds (Skyline Education, Inc. Project), Taxable, issued in the principal amount of $1,860,000.

Township of North Brunswick, New Jersey—Bond counsel

Served as bond counsel to the Township of North Brunswick, in the County of Middlesex, New Jersey for General Improvements Bonds, issued in the principal amount of $9,628,500.

Municipal Capital Markets Group, Inc—Underwriter's counsel

Served as underwriter's counsel to Municila Capital Markets Group, Inc in connection with the Dormitory Authority of the State of New York's InterAgency Council Pooled Loan Program Revenue Bonds, issued in the principal amount of $26,900,000.

Township of North Brunswick, New Jersey—Bond counsel

Served as bond counsel to the Township of North Brunswick, in the County of Middlesex, State of New Jersey for its Bond Anticipation Notes, issued in the principal amount of $35,230,750.
