Kevin Quinn practices in the area of public finance, serving as bond, underwriters’, borrowers’, bank, and trustees’ counsel for publicly traded and privately held debt. Kevin concentrates primarily on revenue bond financings having extensive experience with acute and subacute health care facility financings, higher education facility financings and economic development transactions. He has participated in financings through the New Jersey Economic Development Authority; the New Jersey Healthcare Facilities Financing Authority; the New Jersey Educational Facilities Authority; and of various municipalities, school districts, and local authorities. His experience includes all aspects of capital formation through a wide span of complex financing structures. Kevin has worked on transactions in New Jersey, New York, Pennsylvania, Connecticut, Arizona, and Florida.

Kevin has counseled significant healthcare systems, subacute healthcare providers, colleges and universities in the areas of debt compliance and default issues. He has participated in the representation of clients in connection with complex forbearance arrangements with institutional creditors. Kevin has extensive experience in advising clients on covenant compliance and covenant interpretation issues. He has counseled healthcare providers, colleges and universities in connection with the transfer of asset, changes in control, corporate realignments, and debt restructurings.

Representative Matters

New Jersey senior living facilities—Debt restructuring

Led the working group through a complex debt restructuring, including the implementation of a new master trust indenture and use of forward delivery bonds, for one of New Jersey’s largest nonprofit providers of senior living facilities.

Specialty hospital—Healthcare financing

Guided a specialty hospital with an interim loan and long-term financing commitment from the United States Department of Agriculture, Rural Development, to finance renovations to and expansion of the hospital facilities.

National financing authority—Bond counsel

Represented a national financing authority as bond counsel in connection with the complex refinancing of existing bonds, the termination of the related swaps, and the implementation of a new master trust indenture for another of New Jersey’s largest nonprofit providers of senior living facilities, thereby drawing heavily upon our vast sub-acute care financing expertise.

Higher education institutions—Bond counsel

Served as bond counsel for over $1 billion of tax-exempt financings issued for the benefit of New Jersey higher education institutions.

Continuing care retirement communities and assisted living facilities throughout the State of New Jersey—Bond counsel

Served as bond counsel for the financing and refinancing of continuing care retirement communities and assisted living facilities throughout the State of New Jersey.

New Jersey's largest acute care providers—Bond, bank, underwriters', and provider counsel

Served as bond, bank, underwriters', and provider counsel for billions of dollars of debt, financing facilities providing thousands of acute care beds for many of New Jersey's largest providers.
