Samantha Baccaro counsels clients on a wide range of healthcare related matters, including corporate transactions, regulatory compliance, and licensing issues. She works closely with healthcare providers, physician groups, and other healthcare entities, offering strategic guidance to ensure compliance with federal and state regulations such as Medicare, Medicaid, HIPAA, the Stark Law, the Anti-Kickback Statute, the False Claims Act, and state licensure requirements. In addition, Samantha provides counsel on corporate governance structures and drafts essential corporate documentation to support her clients’ business operations and regulatory needs.
Samantha has handled corporate transactions for large healthcare insurers and managed complex healthcare insurance regulatory matters for national insurers and managed care entities. Her experience includes provider contracting, policy compliance, and risk mitigation strategies. She has also advised clients on coverage issues and led regulatory strategy and filings for multifaceted mergers and acquisitions involving healthcare insurers and health plans.
Samantha earned her JD with a concentration in Health Law from Seton Hall University School of Law. During law school, she served as an Associate Editor and a Comments Editor of the Seton Hall Legislative Journal, a Student Advocate in the FINRA Investor Advocacy Program, and a Judicial Extern to the Honorable Michael A. Shipp, U.S. District Court for the District of New Jersey.
Following law school, Samantha served as a Judicial Clerk to the Honorable Catherine I. Enright, J.A.D., New Jersey Superior Court, Appellate Division.
Additionally, Samantha offers pro bono legal assistance through the Veterans Wellness Clinic at Volunteer Lawyers for Justice (VLJ), helping veterans navigate a range of legal matters and the challenges of reentry into civilian life. Through this program, she assists veterans in identifying legal obstacles, providing critical guidance, and taking the necessary steps to resolve their legal issues.
