Maria Panichelli presented a Virginia PTAC seminar on “FAR Fundamentals: PreAward and Performance”, where she provided an overview of some of the most important provisions contained in FAR.
In session one, Maria provided a brief history of the FAR, along with an explanation of its purpose and importance. Then, using real-world examples, she walked through the organization and structure of the FAR, highlighting some of the most important sections relating to Contractor Qualifications, Conflicts, Eligibility and Responsibility, Procurement Types and Source Selection, with a special focus on the regulations governing the submission and evaluation of proposals for competitive procurements.
In session two, Maria discussed some of the key FAR clauses relating to performance including changes, disputes, differing site conditions, suspensions, and terminations. Certain subcontracting issues and FAR Part 33 were also discussed.
