McCarter & English is pleased to have Randy Elliott rejoin the firm as a partner in the Washington, DC, office in the Environment & Energy Practice Group. Randy was most recently senior director, regulatory counsel for the National Rural Electric Cooperative Association (NRECA), and prior to that regulatory counsel for the American Public Power Association (APPA). He represented the associations in matters concerning such issues as capacity markets, electric storage, distributed energy resources, and the Public Utility Regulatory Policies Act.
“Randy’s experience working for trade associations enhances our leading role in representing consumer-owned energy providers, state regulators, and consumer advocates serving the interests of energy end users,” said Ira Gottlieb, firmwide leader of McCarter’s Environment and Energy Practice Group. “We are thrilled to have him rejoin the firm.”

He is one of the most thoughtful practitioners in the energy bar and a great colleague to have in our Washington office.” Randy has represented public and consumer-owned electric energy utilities, state agencies, and trade associations in important regulatory, compliance, and litigation matters—including handling more than 20 appellate matters covering issues ranging from restructured electricity markets to transmission rates to utility bankruptcies. He also advises clients on matters involving power contracts and renewable energy.
