Represented the City and County of San Francisco in contested FERC proceedings involving PG&E's wholesale distribution rates, access, and service terms. Developed and managed discovery, worked with technical and accounting experts to develop testimony, prepared witnesses for hearing, drafted motions and briefs, assisted with hearing strategy, and participated in settlement negotiations. Also represented the City in proceedings concerning implementation and annual updates of PG&E's Wholesale Distribution Tariff.
