Anree Little represents municipal utilities, public power entities, joint action agencies, state agencies, transmission customers, and other energy clients in complex regulatory, litigation, appellate, and transactional matters. He represents clients before the Federal Energy Regulatory Commission (FERC), state utility commissions, and federal appellate courts on matters involving electric transmission, rates and tariffs, organized energy markets, interstate natural gas regulation, and utility mergers and acquisitions. His FERC practice includes contested rate proceedings, RTO/ISO market-design and transmission-planning matters, Commission rulemakings, and Natural Gas Act pipeline rate and certificate proceedings.
Anree also advises clients on commercial energy transactions and wholesale power arrangements. He served as lead outside counsel to a municipal utility in procuring and implementing a new long-term wholesale power supply arrangement, including negotiating the power purchase agreement and related agreements governing transmission service, scheduling, metering, settlements, and operational coordination.
Anree has substantial experience in contested administrative proceedings and appellate litigation. He has developed litigation strategy, managed discovery, worked with accounting and technical experts to develop testimony, prepared witnesses for hearing, drafted motions and briefs, and participated in settlement negotiations. His appellate experience includes successful challenges to FERC orders before the US Court of Appeals for the DC Circuit involving both electric and natural gas matters.
Before entering private practice, Anree gained experience with FERC’s Office of Administrative Litigation, the US Department of Energy’s Office of the Assistant General Counsel for Enforcement and Litigation, and the Nuclear Energy Institute. At FERC, he worked on electric, natural gas, and oil pipeline rate litigation and settlement proceedings.

He holds a bachelor’s degree in nuclear engineering and a master’s degree in applied physics and served for more than a decade as a US Navy nuclear submarine officer. In the Navy, he led multidisciplinary teams responsible for nuclear operations and other complex, safety-critical systems and later served as an Engineering Duty Officer supporting Navy public shipyards.
