Served as lead outside counsel to the City of Orangeburg in procuring and implementing a new, long-term wholesale power supply arrangement with Duke Energy Carolinas. Led the transaction from competitive solicitation through negotiation, execution, regulatory implementation, and operational transition, including negotiating the power purchase agreement and related transmission, scheduling, metering, settlement, and operational agreements. The transaction enabled the municipal utility to change wholesale suppliers for the first time in nearly a century.
