Represented a California joint action agency in contested FERC hearing proceedings involving PG&E's transmission-owner formula rate. Developed the litigation strategy concerning wildfire-related costs and insurance proceeds; drafted discovery, motions, and briefing; and worked closely with the client's accounting expert to develop testimony and supporting analyses. The resulting settlement provided participating transmission customers with more than $50 million in refunds.
