The McCarter Government Affairs team once again set a firm record for lobbying revenue in 2025, according to the New Jersey Election Law Enforcement Commission (ELEC)’s annual report. McCarter ranked second among lawyer-lobbying firms and ranked seventh among all lobbying firms in the state.
The firm’s New Jersey lobbying revenue exceeded $3.4 million in 2025, reflecting continued year-over-year growth.

The firm represented 48 companies and organizations in New Jersey lobbying efforts in 2025, working across party lines to deliver results and advising clients on legislative and regulatory issues affecting their businesses. McCarter’s lobbying clients span a wide range of industries, including alcohol, cannabis, construction, cybersecurity, energy, financial services, healthcare, manufacturing, pharmaceuticals, real estate, technology, telecom, transportation, and waste management.
In 2025, McCarter’s lobbying team welcomed Brian Wilton as a partner. Wilton previously served as general counsel of NJ Transit and, before that, as Deputy Chief Counsel and Director of Authorities for the State of New Jersey, providing legal counsel to Governor Murphy and his staff to inform policy decisions related to higher education, transportation, healthcare, energy, cannabis, and environmental issues. Earlier in his career, Wilton was elected Mayor of the Borough of Lake Como, following ten years of service as council member and council president.
The team has continued to grow in 2026 with the addition of Regina Appolon, a former legislative staffer which deep experience in Trenton. It also added Government Affairs Analysts Alexandria Santiago and Emily Evers.
The firm’s New Jersey lobbying team is led by Guillermo Artiles, who worked for New Jersey’s last two governors, and includes New Jersey’s Republican National Committeeman Bill Palatucci; Michael Maitland, a former chief of staff to Rep. Donald Norcross and aide to US Senator Frank Lautenberg; Stephanie Olivo, the former Compliance Director for the New Jersey Election Law Enforcement Commission; Christian Callegari, former Campaign Deputy Political Director to Governor Mikie Sherrill and Chief of Staff to Mayor Andre Sayegh; Michael Murphy, a former prosecutor of Morris County and candidate for Governor of New Jersey, works for McCarter Government Solutions, LLC*.
