Michael Horn, Partner at Former NJ Banking Commissioner, Re-Elected Chair of NY Bank, Elected Chair of Council of Federal Home Loan Banks

Michael M. Horn, a prominent banking attorney at McCarter & English and former state banking commissioner for New Jersey, has been re-elected to his fifth term as chairman of the Federal Home Loan Bank of New York. Mr. Horn has been chairman since May 2008, and following his election by the bank’s board of directors, will serve another two-year term. He has also been elected chairman of the Council of Federal Home Loan Banks, a policy-making cooperative of the nation’s 11 federal home loan banks.

Counsel to the New Jersey Bankers Association, Mr. Horn, in a distinguished career representing the banking industry and in public service, also served on the New Jersey Assembly’s Banking Committee and as New Jersey State Treasurer. As state commissioner, he supervised nearly 350 financial institutions, including state-chartered banks, savings banks, savings and loan associations and credit unions.

“Over his tenure as an FHLBNY director, Mike’s keen insights and guidance have served the Board and our cooperative well,” said José R. González, president and CEO of the bank. “We are fortunate to have Mike return to again lead the board as our chairman.”

Mr. Horn has since 1990 been a Newark-based partner at McCarter & English, where he routinely represents financial institutions in litigation and regulatory matters. He is a frequent speaker at bank regulatory conferences and seminars.
