Joshua Menter primarily represents municipal local gas distribution companies and has been involved in numerous administrative proceedings at the Federal Energy Regulatory Commission (FERC) on the full range of electric and natural gas rate, merger, natural gas abandonment, enforcement and gas certification issues.
Josh negotiates agreements involving the sale or transportation of electricity and natural gas and regarding management arrangements, and he consults on issues concerning the acquisition of natural gas supplies.
Josh’s experience prior to joining the firm spans decades in the natural gas and electric regulatory areas and includes private practice representation of an array of clients and public service at the FERC, where he served as a litigator and as an advisor to the Commission. Josh began his legal career in the U.S. Air Force Honors Program, where he provided advice on environmental and communication legal issues as a member of the Air Force General Counsel’s office. Honors achieved by Josh include graduating summa cum laude from Union College and membership in Phi Beta Kappa. He was recognized as one of Public Utilities Fortnightly’s Top Utility Lawyers of 2011.
